You have to enable it each time when you're using the hardware keyboard. It's somewhat of an annoyance, but the hardware keyboard is the best one available on a real smart phone. The left side of the phone has a volume rocker which when pressed will give you multiple volume steps and you can quickly select Vibrate or Silent on the touchscreen.</p><p></p><p>On top of that, you have the option to unlock your phone and run custom roms that have only the features you want built in to them, and they unlock additional features. WinMo has a huge homebrew community. Below are screen shots of the rom I'm currently running. Also, if you really like the way Android's OS works, you can run SPB Mobile Shell which basically emulates it.
