I never understood the "enforced by aircraft" signs

It means exactly what it says.

What happens is there is usually a small single engine plane, or helicopter that flys routes over area's of roads. They use markers painted on the roads to log vehicle velocity. Since it takes x time to travel x distance at an average speed.

So if they calculate your speed between the two points is in excess of the speed limit, they radio to a stationed office on the ground that is ahead of you. That officer pulls you over and issues a citation or a warning.
