should pressure plate be flush on flywheel before any bolt pressure?

Ok so i have the pressure plate and disc hanging on the new flywheel by the dowels on the flywheel. All bolts are in, but not tight. As it sits now the pressure plate is a little off the flywheel, if you push down on the PP it doesnt want to sit flush on the FW, but obviously if you tighten the bolts down it pulls it in to the flywheel. Is this normal? I dont want to bend, tweek anything.

It seems like the weights on the PP that are connected to peices of metal that look like they keep tention against the flywheel maybe?

You should be fine, just tighten all the bolts evenly and it should go right onto the dowel pins. If you've ever taken a PP off a flywheel you would know that you have to pry it off.

If it sat flush on the PP without the bolts then your clutch would have 0 clamping force. When you tighten down the PP bolts you can watch as the PP fingers move as spring tension increases. This is your clutch clamping force. The TOB will press in on these fingers when you depress the clutch pedal to release the clutch. It's this spring tension that makes it very important to always use a cross torque pattern in 3 or for steps when tightening them down. You want it to clamp down evenly.
