Set of Weld RTS's

I have a set of Weld RTS's. They have been powder coated black. The wheels and two front tires have about 1,000 miles on them. After the powder coating the wheels were never remounted.

set includes:
2- Front 15x4
2- Front M/T sportsman tires
2- Rear 15x10
Mcgard lug nuts

Did they leave those brushed areas when they power coated them

The whole wheel was powder coated a chrome, and then they did black over it and then wiped the black off the inside of the wheel. Atleast that how the powder coating shop described it to me.
