A friend of mine had his 2007 Noble washed by a mobile car washing service.
Well after looking at closely, we saw fine scratches in the clear bra that look like it was washed with a dirty wash mit or something.
Anyway, is there a product that is safe to use on the clear bra that would help to remove these scratches. Any help you guys can give would be appreciated.

No.

They are made from a soft, flexible vinyl or similar type plastic.

You may be able to improve the appearance a little. Meguiars make a very mild polish for plastics that may help.

Here's a link to Autogeek's page on it

MEGUIARS #17 & #10 Auto Plastic Cleaner & Plastic Polish: Clean and clarify clear plastic automotive surfaces with meguiars plastic care detailing

I kind of figured that, but it doesn't hurt to ask. I have some Menzerna final polish that I'm going to try. If we can't make it look any better, it's coming off and being replaced.

Thanks for the reply
