Not sure about other people but I wanted to swap my upper pulley but I don't have a pulley removal tool. Here is what I did to swap it.

Goto your local auto parts store and get one of those oil filter wrenches that are a plastic handle and a long strip of rubber. This is what you are going to use to keep the pulley from turning. The rest is super easy, put the filter wrench on your pulley and loosen the bolts.

Man was that easy! The tool costs about $150 but the oil filter wrench costs about $10. Here is an example from amazon.
