Ride Height and Front Sway bar?

My 97 has a pretty large rake front to back from the previous owner. I decided to swap springs and while I am at it struts and shocks. I have already completed the rear but it seems my rear ride height is still really tall even after the Ford racing B springs. I noticed it has adjustable rear upper control arms. Could they change the height? If not I really don't know what else could be causing it. The LCAs are BBK.

That also leaves me with the front. I have been working on getting the new springs and I noticed the front sway bar bushings looked bad so I started to remove the bushing brackets. On the passenger side the rear nut came off but the front did not. It is really close but I can see the bolt is turning. It seems like what ever is holding the bolt/frame bracket is spinning or broken? I really don't know what to do about this or if these can even be replaced?
