It's coded into your stock computer for the car.
It is the cutting of fuel delivery at a predesignated RPM. (Very bad if you are using a power adder)
You can change it with a chip or by getting your CPU reprogrammed.

Rob (Ginsu) got the RPM extender. You can change the Rev limiter with it. along with quite a few other things. Most of the 94-95 guys have had gr8 success with this! I think it was around $500 after being modified for the 94-95 Cobras.
