Yes, it takes a device to retrain them to the vehicle. Most tire shops should be able to do that for you.

It depends on the program protocol of your new sensors. If you have 'universal' aftermarket sensors then probably yes. I found a set for my track wheels that worked out of the box with no programming. I did some research before purchase but can't remember/explain the details now

I didn't need to train OEM sensors. I did need to train aftermarket sensors.
