Rebuilding eaton snout

I couldn't find much info on it. Something is broken in the snout so that the pulley spins freely without turning the blower. What is probalby broken and is it easy enough to rebuild myself in a day or two with hand tools? Or is it better just to send the snout out to magnusun for a rebuild? I want to do it myself to avoid downtime on my DD.

Also, does the whole blower have to come off to get the snout off?
