radiator bolts

i noticed on my radiator.. where it bolts up... it looks like it has some kinda sleeve there so when you tighten the bolts up it doesnt smush the radiator.. those sleeves are rusted like crazy on my car.. anyone know a good fix for these.. so i dont have to remove the radiator to get them off??

I would have to look at my car to be sure, but I would suggest-
I toothbrush sized wire brush to get in there and brush it off. If thats not an option, use some sandpaper to get in there and clean it up. Once you get it cleaned up, wipe it down, and use either a paint pen or get some Testers model paint and a small brush and go at it. Hope this helps.
