Dude those are hub caps over flat matt cobra wheels. They are made of plastic and you can buy them at WalMart.

Just looking at that car I suspect it's a POS 6 cylinder with some heavy computer graphics imposed on it.

They look like true three-piece wheels( rivets). That would mean some significant $$$$. I would go to the source, steeda.com, and e-mail for info.
