This is of course hypothetical, but what is the punishment for driving without registration? Let's assume in this example the driver has insurance but the tags have expired and he or she is driving. Is it up to the officer to decide between giving a warning, or writing a fix-it ticket, or could the officer decide to tow the car like if you were driving without insurance.

Thanks!

Because the answer varies. It is dependent on:

1. Local policies of the particular PD
2. Other mitigating factors surrounding the stop
3. The inclination of the officer

That was what I was wondering. Is the policy at any point (usually if you are a dick to the officer) that your car can be towed? Or is that also a local policy and not a State of California punishment for no current reg?

I was told by an officer she could tow my car. But instead was given a fix it ticket. I'd have to believe its at their discretion.

Most agencies will tow the vehicle if the registration has been expired for 6 months or greater...... The CVC section 22651(o)VC

I have a car that is registered as Non Operated.

And whenever I want to drive it I just go over to my local AAA of SoCal and get a one day permit to move the vehicle.
Each one is good for only one day. But there is no reason not to get as many as you need. I have never had a problem and I have been pulled over several times since the registration is over ten years out of date.
Just play the game by the government's rules and life is easy.
And yes, it is always insured so I am legal on that point too.
