Proportioning valve problem. Need help.

Hey guys, Im having problems with my rear brakes not getting pressure. I isolated the problem being between the master cylinder or proportioning valve. The thing is im getting pressure on the rear line that exits master cylinder before it enters in the proportional valve, but I don't get pressure into the line entering the abs feed line for the rear brakes. Forgot to mention i deleted abs with phil delete kit but brakes were working before fine. This all happened when i upgraded to stainless steel lines in the rear. Does brake proportioning valve have to be reset? Please help any input would be appreciated.
