Power Steering Teflon Seals Vs Rubber O-rings.

I am putting a new rack and pinion and also new lines and hoses. My question is, do I need to use both Teflon seals and the little rubber O-rings?
My old lines did not seem to have the rubber O-rings and the new rack and came with Teflon seals and small O-rings.

I thought it was Teflon only on the steering rack side
