power steering fluid low?

Is it normal for power steering fluid to get low with time or should I be worried about a leak? If it's normal then I can just go buy some fluid and fill it back up myself, otherwise I'll have to take it in to the dealer to have them figure out what the problem is. It's sitting right at the low line right now, and I notice nothing drips on the ground, so I wonder if it just slowly gets lower with time. I haven't touched it in over 3 years.

In fact for me, the level is the same whether it is cold or hot, whether I turn the wheel from stop to stop or not before checking. The manual says the fluid should be at ambient temp when checking, but in my case it didn't seem to make much difference.

I just bought some valvoline full synthetic mercon-v atf and filled it to the middle line. Hopefully it stays there for the next few years.
