Maybe I missed something that said I can't PM being a noob. But anyways I can't pm anyone is it supposed to be like that, or can I get this fixed?

yah you missed it and no it can't be fixed by anything other than posting. perhaps a more careful scrutiny of the rules and stickies might be in order.
