I thought I've seen it all, never seen that issue in my life.
If I had to guess there is definitely a short somewhere.
Is that the keyless module clicking in the trunk?
Is the theft light flashing at all? If it is, is there a particular pattern?

I'm with 98svt, I don't know. Obviously there is a short. Did you wire anything into the car over the past 6 months or so?

Very last thing I did was clean out the driver side front fender well.

Start pulling fuses one by one maybe and see which one makes the ticking and other symptoms stop. That way we can narrow possibilities

Ugh. Problem is, sometimes it's all the way dead and there's zero power. For example I got home yesterday and it fired right up.

No pattern. Just rapid blinks. When it blinks, otherwise it starts fine, or the car has no power.

I believe all the Pats hardware is under the dash .
When the battery is less than 9 volts I believe , you will get misc. Gremlins .
Charge the battery, and diagnose for a draw .

Only thing that leads me to believe it's not pats related, there are times when I will turn the key and it will have no power to the car, no theft light no dash movement, nothing.

I would check the battery and electrical/charging system. It looks like you may have a short somewhere. The insulation on 20 year old wires are known to be brittle in some places.

Remove the battery cables and clean them. Sand them or whatever to establish a good contact. I had a problem, not quite like yours, but kinda similar and that did the trick. Simple stuff first

As I mentioned earlier, pretty sure that's the keyless entry module clicking in the trunk.
After making sure you have a good battery, disconnect the connection at the module and report back if there are any changes.
