Does that mean this does not include the price of the car? Just the rights to purchase the first one?

Not every dealer is allocated a KR. It is a lottery system. I guess if they do not recieve one they will refund your deposit?:shrug:

your exactly right, full lottery, i've had offers at 20k over that we've turned down
