Photo Shop Software!?

I'm looking to get a software that will allow me to an arrange of things! Any where from changing the display of word, changing the color, height, wheels on a car, and make sigs for sites!!
What is the best and cheapest places to find or get this stuff! :beer:

Sorry OP, couldnt resist!

But back on topic, yes i'd say give gimp a shot. You'll have to pay for most software unless you know how to "aquire" it. Irfanview can be pretty handy for basic editing tools, but wont have the level of control you're asking for.
