OK stalking laws

Someone I know mother in OK is being stalked by a former neighbor.

This person moved into the appt under her and 3 days later "filed harrassment charges against her (she'd never even met him); they were dismissed"

They don't know why she was chosen. He's schizophrenic.

According to law enforcement, they can do nothing until he does something physical.

Is there anything the police can do before he does something?

Unfortunately I don't think so. I'd tell her to buy a gun and learn to use it and get her license.

+1 about the gun, a .380 should do.. make sure she has it on her at all times legally of course because its better to have and not need then to need and not have.

I got a little more info.
He is getting in some trouble for filing false reports. He has called the FBI/police/.gov that she is making bombs, meth, beating kids, ect.
He has been kicked out of that apt. and 2 others in the last 5 months.

I told her to get a shotgun/ pistol.
