That's nothing new... I had a Philadelphia cop claim I was speeding because of the way my car (1951 Ford at the time) bounced going over a bump in the road. Met him in court and the judge threw the case out.

No it is not unbelieveable, it has been this way in damm near every state for many many years and if you had read the other 2 threads about it you would know this.
