Odometer fraud help

I have a coworker who bought an 03 cobra from a family friend, she bought it new. After she had it for 2 years, she got personalized plates. It was then in 05 carfax shows not actual miles, red flagged for fraud. But in the following few years she took it to a Ford dealer for service and the mileage correctly increases. This car had 12k miles last year when my coworker bought it. The state of Iowa reported fraud but claims they didn't. Question is how can he correct this? Thanks in advance people

First, he will need to gather ALL paperwork on it. With any luck the friend kept decent records on the car.

Next, id call the state DMV agency and request to dispute the claims. At this point, it all depends on how the state responds. Wouldn't be surprise if you friend had to make several trips tot eh DMV to get this resolved.

Most LIKELY what happened is whoever processed the paper work for the custom plates entered the mileage in wrong. Second most likely scenario is that the lady friend stated the wrong mileage on the application and the DMV clerk didn't verify the mileage.
