I actually took the time to type an intelligent response, but after re-reading the post I figured it was just another few moments in life (and several mouse clicks) I would never be able to get back...............

On any roadway (posted 45mph) with multiple lanes, it is not an infraction to drive 35mph (or 25mph) as long as traffic can get around you. The officer could be otherwise distracted with work-related issues, but I seriously doubt he is driving slow just to intimidate other drivers. Afterall, what's the point?

If, however, you choose to pass the officer, pull into his lane and slow to the point you impede him, you are shopping for a commodity you don't have the bucks for, plain and simple.

Hopefully that covers it.
