Need to get EGR or EVAP put on 04 cobra to pass NY emission

Hey i just purchased an 04 cobra on here, http://www.svtperformance.com/forums/showthread.php?1011980-FS-04-Black-Cobra-800-rwhp-35k-miles! Its a florida car coming to New York, im sending the car to Bill at Pro edge tuning for the work to get the car to pass but doing my own research. The car has no emmisions systems installed, i will be putting flanged hi flow cats in and O2 sensors. I also need to get either the EGR system or EVAP system from somewhere and install it or at least trick the output voltage to show running. Which system would be easier to go about finding online, re-installing, and getting to not give the ECU a error code. Thank You in advance
