You don't need to pull your tune out or change pulley. My friend has a 2.8 pulley with diablo can tune and it passed smog with flying colors. Just don't say it modified, tell the smog tech its all stock if he asks. Smog check is done at low rpm's so tune should not show up. Now if your exhaust is modified it will not pass the visual and then you will fail.
