Assuming you don't get any more infractions, get banned, and most importantly; attempt to register any more duplicate accounts, you can ask again in 60 days.

What you fail to realize is that this is something that is done as a 'perk' to members. Most websites that I've been a part of do not even respond to name change requests. So asking you to wait and even humor at the request then is still a nice benefit.
