The problem with sending warnings and admonitions through PMs is that the default setting for 'Pop up a box when you receive a Private Message?' is set to 'No'. The user never sees the PM and as such, never gets the chance to respond appropriately. Most users have JavaScript enabled. The default setting for 'Pop up a box when you receive a Private Message?' should be set to 'Yes'.

That's a good point, we should set the default pm preference to "yes".
