MN ticket through mail?

Hey guys,
Today I let my friend, who is not experienced driving manual transmissions drive my 350z. As he was going around a curve he accidentally down shifted from 4th to 2nd gear resulting in the engine to rev higher. I do not believe he was speeding, but a police officer traveling the opposite direction quickly flashed his lights at my friend with no siren; moreover, the police officer did not pursue my friend. Do police in Minnesota send tickets through mail If they did not pull over the believed traffic offender?

Sounds like it was a "visible warning" from the LEO. No worries about it.
