Missing 13yo- Hawaii

The school system my wife works for had a student go missing in HI.
She was with her grandmother, went across the street and has not been seen after she went into a store.

The police would not do a missing persons report for 24 hours. Is this right, she was 13 years old?

She was missing for about 3 days and has now been found.

Well in my state (ky) they dont do missing persons reports until 24 hours too. I forget why but it made sense.Like the person may have just went to friends house forgot to tell them etc etc. So believe it or not HPD is actually doin the right thing . Im stationed down here and these cops are a friggin joke

The 24 hour thing would be "OK" for someone over 18, but this was a 13 year old, on vacation with her grandmother, from Indiana, that went missing in Hawaii.

Would they still do the 24 hour thing for that?

HPD does not have a minimum time frame to wait to initiate a missing persons report. It is at the discretion of the officer and it widely depends on the circumstances of each individual case.
