McLeod RXT to flywheel torque spec

Installing an RXT and have some concerns with flywheel fastener torque and thread locker use. I have searched and read the relevant threads, however I am still not confident.

Floater ring to Aluminum flywheel
OEM torque 26-33 ft lbs, + 60 deg
OEM thread locker: red
OEM lock washer: yes

Mcleod supplies new ARP 10x1.25mm fasteners with an flat washer integrated in the bolt head. They clearly state 'Do not use thread locker', 'do not add washers', 'torque to OEM specs'.
Not sure if the OEM bolts are torque to yield (TTY), the + 60 torque to turn spec (aka turn angle) would lead me to believe they are.

So I have an issue using a TTY procedure on a non-TTY bolt. I torqued them to 30 ft lbs, and then set the TQ wrench to 60. I only got about 45 deg before the wrench clicked. I would think 60 degrees would yield 70+ ft lbs. Keep in mind these are in aluminum threads, and the ARP bolts are NOT stretching like a TTY.

ARP lists a torque value of 56 ft lbs for 10x1.25mm Chrome moly bolts.

Also, going from 2 locking methods to none doesn't seem right. I'm thinking one of these two options:
1) Leave alone at 60ft lbs
2) 56ft lbs w/ blue thread locker.
