LOW fuel pressure problem

Car is having issues with low fuel pressure which may be causing lean conditions and is causing idle problems. dealership said fuel pressure shows 11psi
My question to you is do you think it is the fuel pump or would you consider it may be my BAP that is faulty if its possible or what else?
1000 bucks canadian to have it replaced so i am trying to figure out all causes
Any help is appreciated

I would check voltage output from bap to see if it is working and then check fuel rail pressure sensor ( left front fuel rail - has vacum/boost rubber hose going to it ) last would be the fuel pumps and if they were bad replace them with GT pumps and probably modded fpdm just for safety reasons.......

Would the BAP make a difference at idle? apparently its down to 11psi
someone stated its only when needed does it do anything (under full throttle)

Ooops missed the idle part - unless bap was really screwed up it probably would not affect idle. Check frps it's alot cheaper than pumps.
