light scuff/scratches on rotors tvs

I was inspecting a used roush tvs that I got and noticed some very light scuff marks.scratches and it seems some minor flaking of the coating on the rotors. Is this normal wear and tear? I'll post pics up later. It seems to spin freely without any noises.

without pics its hard to say. also miles will make a difference.

Kind of hard to see. But just some minor knicks on the edges of the blades and minor scuffing. The coating is starting to wear though. I think it has around 10K miles on it but in a sandy area.
