Are those 8 thread? And do they come fully dressed?

Eight thread with the certs, I'll assemble them if you want. But its better to install the cams after the heads are on. (Less chance of smashing a valve)then you can set the motor with #1 cylinder piston @ TDC install cams, set timing and chains.
The heads come with everything except head gaskets.
