Is this normal?

Looking at a car in another state.... typically I'd drive but this is like a 20+ hour drive and it isn't feasible. Long story short paid a 3rd party inspector to take a look. Only thing of concern in the report was "wet spot, needs investigation" no other info.

To me, looks like oil. Idle / test drive was all fine.

I noticed oil filter in this area......does oil typically drip here during oil changes? Welcome any other thoughts....

I would say yes,
During filter removal, oil will rain down on that area.
I use a wide sheet of aluminum foil to cover that area before taking the filter off. Than discard the filter and the aluminum foil.

What state is the car in?

This. I use the plastic bag method. Works well. I never need to wipe off more than a few drips in that location.

At first, I didn't know how to take your response.

That works too. I have to drive to the lift I use
It's usually way hot under there
