Is there any way to change the Blower Noise/Note on the 03 Cobra?

Is there a way to make it sound like less of a electric noise and more of a whistling like a CF blower?

I don't think you can. I had a Kenne Bell on my 99 Dakota R/T and it sounded just like your 03 does. I think the sound of the twin screw is cool.
