Is rust normal on the accessory drive belt?

I pop open my hood after driving home from work and I saw RUST stain on my belt...is it normal???:??:

Does your car sit for a long period of time? Possibly somewhere that may be damp? Looks like some slight corrosion on the crank pulley thats being transferred onto the belt.

has your car sat? get any rock salt dust on the balancer? i wouldnt worry to much about it.
