intercooler coolant flow question.

Just wondering if these intercooler pump system's has some type of thermostat built in? When I start the car I checked just to see if it was flowing and it wasn't' even with the motor up to temp... but when I take it for a spin and check it again while idling it's flowing fine?
Just want to make sure its not air looked.. my buddy with his 08 said its normal.

The pump has turn on and turn off points controlled by the PCM that are based off IAT2 readings. They're often lowered by tuners. There is also a delay on start up.
