This tool just helped me find a buddy I consult with that we were expecting back in the states a day a go. He's a native resident of Narashino. Amazingly a lot of their infrastructure has remained intact so ISP's are allow free VOIP calling until the rebuilding is complete.

at&t is waiving all international charges for calling and texting Japan till the end of the month. You can get up to 60 minutes credited on your at&t home phone also.
