How to tell pulley size?

I was wondering how you can measure your pulley size? I have a pulley but it doesn't say what the size is. It is suppose to be a 2.8 pulley but when I measure across the pulley it is 3" exactly. Do you measure from the inside of the pulley or the outside rim?

The 2.8 should represent the pitch diameter which is somewhere between the outside diameter and the root diameter. My 2.81 pulley measures 2.936 outside diameter on the edges and about 2.77 on the top of the grooves.

Mine measures 3.188 , does that mean its a 3.1 or a 3.2.Measured at widest point and i know the belt groove is a smaller diameter.

If the outer ring measures 3.0" or 3.1, you more then likely have a 2.93 or 2.80. The inside is where you measure how big the pulley is
