this happens to me only in cold weather but does anyone else have issues closing their stock cobra hood. everytime i goto close it, it just pops right back up.

I don't have that problem, but sounds like you need to adjust/align your hood from the hinges. Notice anything rubbing on the underside of the hood?
Mine was doing the same when it got cold here, all I did was spray some WD-40 on the hinge and where it pushes down when the hood makes contact, not it close like butter. Sometimes the hood hinge gets gunk in the mechanism and when it gets cold it seizes for some reason.
Cable could need oiling w/WD40 also. Check spring on latch to see if its working properly after oiling mechanism.
Yep, start with the simple fix first--lube it up, and if that doesn't take care of it, check the alignment.
