I've got all the small bugs worked out on the 03 except for when I start the car it stumbles or hesitates for about 15 to 20 secs and then clears up and idles up fine, the car has a tune with pulley, bigger injectors and a Diablo maf mafia, the plugs are new and gapped to 32 also have cleaned the maf and iac, anyone else have this problem or know what it could be?

Could have a PPRV delete which can cause a lazy start. It won't hurt anything but can be annoying. Try cycling the key a few times before you attempt to start.
I really don't think this car Has the pprv delete because on wot runs it will cut out when shifting and I thought that was the reasoning for doing a pprv delete?
Anyone else?
Kurgan tuned about 3 years ago, but the car has probably had less than 1500 miles on since then, it's just been sitting in a garage for a while.
