Help with rear lights

Well the previous owner of my 99 Cobra decided it was a good idea to paint the tail lights with some sort of clearcoat which has cracked and looks dull. How can I get rid of it? Sanding or buffing maybe?

u can put battery acid then sand and buff they will look like new.

The way I have always fixed them is thinner or brake cleaner and then polish them with a rotary. Always come out looking like new
