Help me understand the S/C theory

The S/C pulley turns all the time, right, since the belt goes around a crank pulley... Someone please explain...how come there's boost sometimes, and not others, if the S/C is turning ALL the time? Guess it's got something to do with throttle position...???

I mean, do the S/C internals spin at the same rate regardless of whether ther's any boost being generated?

If a person put on a 2.80 pulley, but didn't ever get into boost, would there be any risk to the S/C?

At what engine rpm point would the blower internals be spinning past their design capacity? Would it be dependend upon whether there was boost being generated, or is it independent of boost?
