have some questions and need some help

so im buying a 2002 svt focus this week and it has a k&n intake on it and the guy cut the cat out. the car is running really rich im wondering if i need to put a cat back on the car and get a tuner and tune it or just get a tuner and tune it and it should be ok. any advice?

Any check engine light? Stored codes? Stock tune or custom?

These things do tend run a little rich and with no cat the smell is really noticeable.

Do you live where you need a cat to pass emissions?
We do here, but 4 counties in any direction they don't.
