I've done some searching and can't find what I'm looking for. I am wondering if it is really necessary to take the bumper cover off to cut out the section needed for the diffuser. Is it absolutely necessary? Has anyone attempted the installation without removal of the bumper cover?

After doing it once I would say it could be done easily without removing the bumper.

obviously the higher you can get the car the easier

I installed mine with the rear end on ramps, but my bumper had the slots already.
Looking back, I think there was enough clearance to make the cuts with the bumper on the car, just be careful of the tools you use and not to damage anything else.
