yes, in stock, in regards to GT500 lifters you can use the exhaust ones in 04 cobra heads.

Why does it say any 2V or 4V if they won't work for the intake of 03-04 Cobra heads?

You may have mis-read, the rockers are compatible with all applications, the GT500 INTAKE LIFTERS however do not work on 2V and 4V applications.

Shipping is $19, you need to select 444874B for QTY 32 , if you select QTY 2 444874A you will pay twice for shipping because 444874A is only QTY 16

Correct the upgrade for terminator heads is running 32 of the gt500 exhaust adjusters.
