I'm not sure if the GT-40x are but I am pretty sure the GT-40y are 50 state emissions legal. One question, why choose GT-40x (or y)? There are much better out of the box heads to pick from at the same price.
i don't know, i'm kind of picky about what i put on my car. i figure that if i stick with ford performance products, i wouldn't have to worry about it, but i guess going after would save alot of money.
IMO, the AFR 165s are a better choice for your car. Since the AFR 185s (or any other 2.02intake valve won't fit stock pistons). The GT-40y and x were great heads back in the day but now there are better heads.
