Was wondering if this just comes right off with the bolts or what? And if so think better off to get a new bumper being that there is gonna be holes there or just fill and get re painted??

they are riveted in there.
so they would just be small holes? and easy to fill right? would you have to take the bumper off and bust the rivets from the inside?

the holes wont be huge, drill them out carefully. You will have lines probably that wont buff off where the cover was. I would just repaint the entire front if you cant live with it. You can do a 3m clear bra though once painted to protect the paint from chips/bugs
