My friend just got pulled over for speeding. Instead of giving her a ticket for speeding, he wrote something called loop hole law. i guess she was fined for wasting gas. My question is: Is this law in all 50 states or just AZ?

You would have to post the section of code she was written under. From what you are describing it would be akin to an officer writing for no seat belt instead of a speeding ticket. Regardless of the availability of this particular statute in other states, if an officer wants to show an offender some discretion, he will find a way to do just that.
